How to go to the city from asterisk through panasonic?

There is a panasonic TDA200 and Asterisk 11.14.1 E1
connection - on Panasonic PRI30, on asterisk QUASAR E1
On Panasonic, the numbering of internal lines 1 and 2, on asterisk 3
asterisk phones and vice versa)
Problem with access to external Panasonic lines (analogue lines) through asterisk.
I try to exit through "access to the CO line" (2.6.10) - in the settings "*8".
Example: *8["group number"][phone number] - *80289123456789 Asterisk config
:

exten => _89XXXXXXXXX,n,Dial(DAHDI/g0/*802${EXTEN})

On Panasonic - by checking "ISDN/QSIG protocol trace" - I get a number (an asterisk also comes).
But the call does not go through - it shows busy.
When dialing the same number from analog lines through the CO group, the call goes through (when calling *80289123456789).

See 10.1 which CO group is assigned to your PRI30 board. Then in 3.1 see the rules for it.
There is the same working configuration, so I'm sure we will solve the problem with you.

I don't even get traffic even to the asterisk. Try it, maybe something will turn out for you, otherwise I have nat on nat there.

if still relevant. use not * 8, but for example 8, or any other combination, but strictly digital, to access a group of external lines. And everything will work. Aster and Panas are linked by h323
exten => _89XXXXXXXXX,1,Dial(OOH323/tde/802${EXTEN:1},,tT)
same => n,Hangup
