If you have Bitrix24: Enterprise and Krasnoyarsk Branch as a separate site, then within this site there is an "Invite" button, which partially solves your problem.
However, Bitrix24 itself was not developed for multi-branch structures with a similar restriction of rights and is still more geared towards working within non-holding companies.
