How to give access to 1C through a browser, without a web server?

Good day dear community.
I’ll make a reservation right away: the scene of action is Uzbekistan.
There is a Windows Server 2012 R2 x64 + MS SQL 2017 x64 + 1C server on the platform 8.3.10.2252
A configuration written by local craftsmen for accounting and bookkeeping of local production is deployed on the 1C server. Due to some programming features of local self-writing, databases in this configuration cannot be published on a web server. No IIS, no Apache, no other. The publication takes place, but the databases are not visible and there is no access to them.
You cannot:
- rewrite the configuration
- change programmers\country\planet\authority
- switch to another version of the platform
You can:
- update Windows to version 2019
- update MS SQL to version 2019
- install any third-party software on the server
- buy some network equipment
- buy a static, "white" IP
Need:
- come up with something so that remote users can enter 1C on the server through a browser.

While he was thinking about this task, he smoked about Citrix. But I don’t like that there you need to install something on client devices.
No other reasonable thoughts have yet been born.
I would be grateful for any hint.

on RDSH 2019, you can use the HTML5 client. Then the RDP session will be available in the browser. and 1Ska in session)

Let's go logically. Someone has to give content to the browser. This someone is a web server. So most likely nothing.
The only thought is to deploy something (yes, as an option, probably citrix) that will launch the application in the standard version on the server, give it to the web server for processing, and it will already send it to the browser ...
Like launching vnc or java in browser...

Restrictions are set by the employer, who does not understand 1C and is generally not an IT specialist. The developers of the conf, most likely, are simply too lazy to bother with any innovations, but they don’t care about the needs of the client. So they just told the client "no" and the client had already told me "don't touch".
Therefore, one has to look for a method for inventing a "scooter" without disassembling the "bicycle".
UPD: An interesting solution was found - Myrtille. Oriented to Windows. Does not require RDS and an AD domain controller. Page on GitHUB

If I understand correctly, the problem is that the configuration is on normal forms. If so, then it will not work through the browser.
For remote work via the Internet, look towards RDP.
