How to give a job to a designer?

I work with a designer. They drew one page at a time - that is, I give TK on it, it is drawn, amendments are made - we move on. Recently, there have been strong delays (1 page for almost a week). It remains to pay the final amount of funds, the designer forgot about this. Now he asks to give all the remaining pages under the pretext "it will turn out faster than one at a time. I can get carried away and draw everything without interruption in 4-5 days." Actually, the question is, is it possible to believe this, or is it possible from the category of "I'll draw it somehow, I'll do the work so that I don't tell everyone else later that I threw it"? Somehow, trust in a person disappears after such delays in terms.

You asked this question already How to buy web design correctly? and there are a lot of smart people who have reasoned with you why drawing pages one by one is a frankly shitty idea.
My point (supported by experience) is that your approach is the right way to get a collection of unrelated pages. The design of any project must be complex, because the same interface solutions are repeated from page to page and, accordingly, influence each other.
Again, you need to understand that many designers are slightly special people, comfort and recognition in their work, for them may be more important than money.
I think that the performer is tired of your project and approach, but for some reason he is embarrassed to just send you.

The task must be complete, not partial, and the payment can be divided 30/70%.
70% after the completion of the entire project.
