How to get user_photo permission in facebook api?

I'm trying to work with facebook api. I made a test application that generates pdf with photos photoplacer.herokuapp.com . Albums appear for my account. For testing too. For others - only after adding the account to the list of application testers, as I understand it, because you need to request permission (facebook policy). Tried to ask twice - they answered me "I was unable to reproduce the user_photos permission because my Facebook albums never appeared within your site. Please look into this and resubmit when the permissions' visibility is clear. Thank you.".
What am I doing wrong?
