VK and account recovery / deletion: how?

I once had a page in VK, but as unnecessary, I did not use it. Then, somehow, at the entrance, I get a message that the valiant VK employees were furiously fighting off my page from some intruders and now I need to enter a phone number. Then my faith in VK was more than zero, so I entered it, changed the password, to something like 1G4G7668Z4Q3YS1YA21D, and again forgot about the page for several years. During this period, I changed my SIM card and I successfully threw it away.
Recently I go in, enter my login pass and they write to me that, they say, go nafik, you enter everything incorrectly. I do password recovery, indicate my pass and they write to me that it has been compromised! And they are already asking for a photo of my face against the backdrop of a cov ... site and, in addition, a passport photo! I send it to them, and they constantly write that either the "horizon is oval" or the clarity is not the same, or it is too dark, or the face is not shaved.
I do not believe that my password could be compromised by someone and I think that VK is stupidly extorting my data (passport / phone number / photos) in exchange for a page in VK. Is this really the case or not? And about this I can apply to the prosecutor's office or the court (or some other body)? And when referring to what should I appeal to (articles of the law or something else)?
And yet, for example, on Facebook, when you delete a page, they write that ALL data will be deleted in 2 weeks. As far as I understood from the information I found on the Internet, VK only deletes the page itself, but there are no likes / posts, etc., is this really so? And can they be forced to delete ALL information from VK?

They ask everyone for a photo with a passport in order to restore access. My friend sent it, access was returned. The first time. I don't think that a multi-million dollar company needs the data of a mere mortal, given that they have enough photocopies of passports in the documents section.
The name of the deleted page eventually changes to DELETED, but the page will remain locked with the first and last name for about a year. And the files uploaded to their server are not deleted. It is possible that they will not be available from the outside, but they will hang on their server.
