The fact is that the same visitor can perform this action several times and send the Event several times to Google Analytics.
And how to calculate the unique number of goals achieved? So that for 1 visitor several Goals are considered as one?

Non-unique actions are events, and unique actions are goals.
Those. for example, a user added 10 products to the cart in a session - these are 10 events of adding to the cart, and the goal achieved will be one.
