How to get through FTP through a closed router?

I can't upload files to free FTP hosting, even in passive mode. The provider began to issue gray IPs, and the external one changes every request (I update the page - one IP address, I also update it - another one). FTP hosting swears at the left IPs after connection and breaks the connection. I used to connect to a free PPTP VPN (vpnbook) and everything was fine. At the moment I use a free Wi-Fi (it catches someone else), and I can’t connect PPTP (forwarding the GRE packets needed for this on someone else’s router is naturally turned off).
Now the programs that allow me to use Socks5 sit through a proxy for TOR (127.0.0.1:9150),
but the NetBeans IDE I need allows you to drive in only an HTTP proxy, and does not respond to SOCKS5 from Tor.
That is, the options with the FTP setting - disappear, there is no access to such settings.
On the router, enable GRE for VPN - disappears.
We need to teach NetBeans to climb through the Socks5 proxy, but he does not know how.
There is a FreeCap program that can force software to open through a proxy, but NetBeans starts up quite tricky, so the settings are not accepted. FreeCAP also disappears.
Is there any proxy "converter"? Let's say to receive the Internet from Socks5 from port 9150 and on port 8080, for example, already start listening to HTTP connections?

The question is closed. Everything works through OpenVPN. He doesn't need to open GRE
