How to get the new Google Plus photo editor working?

After updating the Google+ photo editor, it stopped running on an Acer S7 laptop under Windows 8.1
Tried:
- set flags from the Google manual
- update Intel HD drivers
- update Chrome
- reinstall Chrome

Who has the same problem? What solutions helped?

There is such a problem. Could not find a solution to the problem.

I tried everything, only the complete removal of DrWeb helped.
Checked on NOD32 and Kaspersky this problem is not present.
