How to get the exact size in Photoshop?

When printing, for some reason I get the wrong size! I print on A4, the image is 10 cm by 5 cm, not a big rectangle. At the exit, then, 9 by 4, then 10.5 by 5.5. I don't understand why. Who can explain how to print it correctly so that the output gets the same size that I wanted?

It's all about the scale of the print. DPI can be any, the main thing is that the physical size is the right one, and the pixel density affects the quality / blurryness.
