You decide: "database application" or "with an Access database". And if the second option - do you really need a lot of vile perversions associated with this?
If with a database in general, and in particular with Access, then you can look at the interface for working with ODBC. There, with the help of drivers, there is a fairly similar access to different databases. Although, IMHO, Access is not the best choice... If, nevertheless, according to some Access requirements, then you can look if MS has the appropriate SDK, although from the point of view of universality and further use of experience, you can still use SQL queries through ODBC.
