How to get rights when oauth user authorization in vk?

The VK application is registered as a website.
It is not possible to obtain rights when authorizing a user, for example, to call the photos.delete method.
Tried through:
1) Open API: in settings I wrote both a string and a number. 2) By direct request, specifying scope=photos or scope=4. Response comes:
VK.Auth.login(function(response) {...}, settings);

error:
error_code: 15
error_msg: "Access denied: no access to call this method"

What is the problem?
