How to get rid of slow sectors hdd?

There is such a disk, as you might think it is dead. 5d964720cb7a4d058dbf061fb3a71d0a.PNG
After scanning, not a single bad was found, only 200 sectors in 600ms.
How to get rid of these slow sectors?
There is also a second drive, but it seems to have fallen out of a Toshiba laptop (now it is replaced by ssd).
After reading for 2 days, a lot of things, I came across the fact that this happens with seagates due to an error in the firmware or something like that .. And it seems to be low-level. formatting helps. Scanning showed that there are not so many sectors in 600 ms, a little more than 400. About 2000 sectors are 200, so the disk is quite alive. There are no deadheads, 3 years run from 2009 to the present)
WD were, not only one did not live. Fact)

And there shouldn't be bads.
Those sectors that have a large delay are already reassigned. To read these sectors, the heads have to move to the reserve area. Hence the delays.
Troubles arise when the spare area is completely filled, and there is simply nowhere to reassign.

Save the info before it's too late, the screw fell down - this is not treated.
