How to get rid of incompatible character encodings: UTF-8 and Windows-1252 error in Get started on Heroku with Java?

Good afternoon, I'm following the step-by-step guide to getting started with Heroku here . Faced such a problem. When logging in or creating a new project, I get the following error:

A search on stackoverflow did not give anything. Judging by the text, the error is that Cyrillic characters are used. But where exactly they are used, I can not understand. All directories are in Latin.
Windows 8.1, Heroku Toolbelt 3.31.3, JDK 1.8
