How to get rid of glitches in PHPStorm?

1. Two monitors, both have IDE tabs. Sometimes on one of the monitors phpstorm just freezes. That is, the program itself does not freeze, but I cannot put the cursor. It is treated only by an attempt to close the IDE and cancel.
2. With the Russian layout, hotkeys do not work.
If anyone faced and successfully solved these problems, tell me please. Thanks in advance for advice

I did not encounter the first problem, but the second was. This is a well-known and ancient PhpStorm bug. I solved it like a guide from this site.

In the 1st, the following is likely: in the storm, pop-up dialogs locate all open projects, and not just the current one.
For example, if you open the commit dialog in the first project, you won't be able to do anything in the second one. When the active dialog is closed, both projects are unlocked.
