How to get passive cooling?

There is an old celeron 2.4 computer, it's a pity to throw it away, it works as a router, web server, but it makes a lot of noise.
There was an idea to stick a radiator to the processor with hot glue, and to it as many more radiators as I can find. Will it take off or is it a fever?

I refused passive cooling, there are no temperature sensors, without them it’s not very convenient, 2 -4kg of copper, even without processing, will cost about the same as the entire computer.
I replaced the cooler in the PSU, cleaned the cooler on the processor and added oil, as a result it makes a tolerable noise, mostly the hard drive is heard, but since I started the ESXi server on a modern computer, it made no sense to use the old one, I can take it to the village if there is a school there is interest in such computers.

lubricate the cooler or install a low-speed cooler at 120 mm. will be silent

Maybe just move it? I have mine in the kitchen making noise along with the refrigerator.
