How to get ip of another region from a mobile phone?

Hello everyone, I want to raise mobile proxies for my tasks, I bought huawei modems, installed the program, a friend from a neighboring city picked up, everything is fine, he has the ip of my city. But, I need Moscow proxies.
What was the idea - to go there, put a computer there, rent housing for this computer and heaps of modems and look for a friend who will reboot sometimes and follow.
But, today, I saw that the corporate SIM card, the company where I am located, is defined as Moscow!
How is this possible ? i am in siberia, and ip from this sim card is all moscow.
Question - what do I need to get such sims? Open a company, fly to Moscow, conclude an agreement with a beeline, mts, megaphone, etc. and return home? Or is there an easier way?

It's just lucky that that pool of IPs is listed as Moscow, or does not have a city at all. Usually, if the city is not known, the default is Moscow.

Firstly, for prepaid and postpaid (corporate) SIMs, Internet access points are different due to billing features.
Secondly, if your employer has a federal network (respectively, a single corporate contract), then it may have a single internal network.
