How to get data from RAW disk?

There is a 2TB HDD WDC WD20EZRZ-00Z5HB0 worked in Windows as a garbage file with ReFS FS
Suddenly the disk became RAW, did a full scan with DMDE, but the folders are empty, why? What else can you try to get the files?

If the problem is not with the disk itself, but the FS has crashed, then try to restore the partition with some program (namely, the partition, not the data).
True, it did not work with ReFS, but MiniTool Partition Wizard (not Free) with WinPE does an excellent job with NTFS. Helped out many times.

boot from LiveCD/DVD/USB flash with WinPE and try to restore the file system
