How to get data from a file after a time interval?

Hi, sorry if this is a dumb question, I've never done this before.
I have a file on the hosting A.txtwhere I need to write lines from someone else's API, B.txtfor example, every hour (the data B.txtitself changes).
How to do it, where to dig, mb someone will throw an instruction or a useful article.
