How to get an inexpensive tripod for shooting documents with a camera?

There are tripods with a reversible central rod, there are simply high heads on a hinge that will allow you to tilt the camera strongly. But isn't it easier to place the document at least under 45' ? You can generally buy a vacuum table - then at least put it vertically.
