How to get an API key from Blockchain Wallet?

I'm trying to get an API key to work with the Blockchain Wallet API

According to the instructions on this page, you need to fill out the form here and the key will be issued within 2-3 days. It's been 19 days since I first submitted a request. Haven't received an answer yet.

Q
: Is it worth it for me to wait? Are keys being issued now and is this service for creating and managing wallets active at all?

PS: I want to issue wallets to each user that registers on the service with me
