How to get 2 education?

Interested in this moment. I didn't really find anything on the Internet, maybe there are people here who have a similar situation.
So, now I am studying at the same university at the correspondence department in the IT specialty. I like everything, I’m satisfied, I can say I’m studying there for the sake of crust, because I’m already working. There is a desire, and indeed a dream, to get one more education, but already at a different university, and the specialty is not directly related to it (it seems to me), but it seems to overlap a little (specialty bioengineering, biotechnology, bioinformatics). For in this life I am really interested in only 2 things: IT and Biological engineering, so to speak. So, in a year or two, I would like to enter this university as a part-time student, or it doesn’t really matter for a point, only to reduce the money, but this is not very important for me.
What difficulties await me? Can I just come and say I want to enter, pay and study for myself. Or you have to take exams. If yes, how and which ones? USE or internal universities? I didn’t pass the exam myself, I entered the internal after sharagi, I could have done it on a full-time budget, because. I went there, but then I would hardly work and I would be satisfied with life as it is now.
To the questions "why didn't you enter right away and why do you need education for the sake of crust"? To be honest, there are no such areas in universities in my city. There is only something similar, but far from the same if you compare the subjects that are being studied. And there is no extra crust))

The exam for the second tower is not needed. But the admission rules are determined by the university.
So choose the one you are interested in and call the admissions office to clarify all your questions.
