Hello. I am not at all versed in graphic and photo editors, but a question arose. How can you do something similar to a person who does not own an editor? Some plugins, filters, etc. Photoshop, Affinity - it doesn't matter.

No way. It is not generated. There is most likely a good work of the photographer and high-quality post-processing.
If you don’t understand, take ready-made applications, which are full in the markets, and try to find what you need there.
