How to generate random noise on page load in CSS?

Hello. It is necessary for the body with a white background to generate random small noise in the style of paper stained with rare pencil spots (very small gray dots, strokes, spots with different saturation) when (before) loading the page. Now it's all statically set as a seamless png with a ready-made set of these strokes. It would be desirable to implement only on css, without pictures and scripts.
Are there any ready-made solutions or generators?
For static styles, finding is not a problem. GIF generators too. But here's what to do when loading the page so that these points are randomly generated each time, I didn’t find something like that. If anyone knows a solution, please tell me.
