How to generate arp packets with source MAC and source IP substitution?

There was a task to check one piece of iron for the maximum number of arp records in the table.
The maximum that I can put there is 10-15 pieces of iron from which I ping.
I decided to find a ready-made tool / script for ping / arp from various fake sources to fill in the table.
Used nemesis, ostinano, packeth to generate packets, but not all of them have a random/fake source feature.
What other solutions are there to this problem?
I found a couple of Python scripts, but I couldn't figure it out there either.
