How to fully control network traffic on win7?

There was a need to use limited traffic.
Win7, there are no third-party processes in the manager, the update center is disabled. But in the network status window, some traffic is constantly dripping. The laptop is connected via smartphone wifi.
Maybe it just shows traffic, including local traffic, between smart and laptop?
What can be done?

It is necessary to connect network access through a separate machine, which will be configured as a traffic analysis system. From inside WIN7, this is almost impossible.

Bring Windows to tyrnet through something that can at least count bytes - through Mikrotik, for example. The Windows firewall can also inflate - it has long been known that some links in Windows are almost protected in the code and the entire firewall is on their side.
