Faced such a problem, on a windows server 2008r2 server, someone is listening on the port, netstat -ao displays the pid of the 1984 process, but not in the manager, not in the processexplorer, tasklist, there is no such process, you need to free the port. To do this, you need to kill the process, which is not displayed anywhere except netstat, and when you try to kill it, taskkill /pid 1984 reports that there is no such process. If anyone has had a similar problem and found a solution, please respond.
