The only thing that is needed from the host system for USB forwarding to work is for the device to work properly. Does device manager see the scanner? Does VirtualBox see it?

It is most likely that the problem is caused by a mismatch between the hardware architecture of the host OS (64 bits) and the drivers in the guest OS (32 bits).
In general, try to add a USB device filter in Virtualbox and
install drivers on the guest machine.
As a last resort, install an additional (second) 32-bit OS. For example XP. The problem is that it is not supported and is not secure when connected to the internet.
