How to forward a port on AWS?

Hello! Faced such a problem:
I have a widows server, there is a program that connects (no) to it via TCP, but it does not do this, since (as I understand) the ports are not forwarded. Tried disabling the firewall, still didn't help.
Still, how can I forward these ports?

this is done via Security Groups Inbound Rules
