Why are there warnings from Amazon AWS?

This is the second time I have received a letter like this:

The letter says that I use EC2, but I deleted the instance a long time ago, back in December, everything is empty:

The letter states that as of January 8, 2022, I have used 655 free hours. If I go along the way , then 696AWS Billing -> AWS Free Tier hours are already written there - this means that the clock is ticking. Where?! What is this, who knows?

Open billing and see the details. You're probably looking in the wrong region.
