How to forward a call from a USB modem to a messenger?
Tell me how you can get a call from a SIM card in the messenger. The scenario is as follows: a person calls a SIM card, a SIM via a USB modem (Huawei E150) inserted into the PC calls me in any messenger, after my answer, a connection is made with the caller.
In the opposite direction, there is no need to implement, the transmission of the caller's number is also not particularly needed.
The PC is Windows, but it is possible to build everything on Linux Ubuntu. As an option, I'm looking towards Asterisk and Mobile One, but maybe there are easier solutions. The receiving messenger is any (WhatsApp, Viber, Telegram, or at least VK Call).
About virtual PBX numbers - yes, it's easier, but you need to save the number that is now on the SIM card.

There is no easier way.
Whatsup does not have an official API. Or crutches or nothing. With a voice in general a big and open question.
Viber has an open API, but I have not seen, for example, live viber users. Vietnam?! Who?
Telegram. If the telegram suits, then the tg2sip gate ( https://github.com/Infactum/tg2sip) was written for it by good people, which will be an intermediary between sip and the ability to call telegrams.
Your modem needs to be connected to Asterisk via chan_dongle, and on the other side it will be tg2sip.
