What is a “connection timeout” in a regular “dialer”?

I have a regular push-button phone Alcatal Onetouch. Bought a year ago. I use it exclusively for calls. And now I need to call a person. I call once. Two. Three. Each time several long beeps and then the connection is dropped. And on the screen for a couple of seconds there is a "connection timeout". What is strange, I call some people, the connection is not reset, at least wait a minute. And others are like this.
Explain what kind of timeout this is exactly in my case, in the case of mobile communications from the "dialer"? Is one side having communication problems?

The fact is that a voice communication channel, both in a wired and in a mobile network, especially if several telecom operators are involved, can "gather" for a long time - if I remember correctly, we are talking about tens of seconds.
So that the caller, while the channel is being assembled, is not afraid of the silence in the receiver, his native PBX starts playing long beeps into the receiver immediately.
And then it seemed to some device in the middle of the future communication channel that the channel was gathering for too long, and it sends a signal to everyone else "I'm tired of waiting. We're disassembling the channel back."
