How to force Windows to open an application as administrator?

Windows 7 Professional x64, applications from under the user when this menu item is selected, still open with the rights of a regular user. UAC is on and set to the highest position. It should seem to work, but it doesn't. There is gpedit.msc, but I don't know what items to check there. I have no one else to blame.

How are you setting it to run as administrator? If through: right-click on the application shortcut - properties - compatibility - checkmark "run as admin" , then it is advisable to put another checkmark in: right-click on the application shortcut - properties - advanced - checkmark "run as admin" . Everything should work.

There is a bug, a shortcut to console applications, exe (or old .com, and I had a bug with a .bat file a couple of times), when you right-click on it, a menu will open without the 'Run as administrator' item, in this case create a shortcut that launches this shortcut, or call the menu for the executable file itself.
Better re-create the shortcut (it seems this bug appears if the shortcut was created in an old version of the operating system like win95, win2k or maybe winxp sp1)
ps if you need to launch the application without a UAC prompt, then create a task in the taskscheduler/task scheduler, noting that it needs elevated privileges and specify your account, and run it already in the shortcut)
