How to force Windows Server 2019 to keep session even after shutdown?

After exiting the remote desktop, some programs on the server lose focus and stop working correctly. Is it possible somehow to force Windows Server 2019 to keep the session active even after logging out?

Раньше на Windows Server 2016 я как делал - просто создавал 2 учетные записи и из одной учетной записи подключался к другой, таким образом та учетная запись к которой я подключался оставалась активной, даже после того, как я отключался от сервера, т. е. программы не зависали из-за потери фокуса, ведь первая учётка всегда поддерживала активность во второй. К сожалению, этот трюк перестал работать в Windows Server 2019 и я теперь даже не знаю как быть =( Помогите, кто может.

The session ends after the logout.

It happens after disabling RDP.
Which is quite logical.
After the user has terminated the RPP connection, all programs continue to work.
But there is no desktop, nothing is displayed on the screen.
Therefore, there simply cannot be any "focus" - what is there to focus on if nothing is displayed on the screen? Therefore, the programs all work correctly.
