How to force wget to reparse already saved files?

Hello.
Downloading my website with wget.
The Internet is periodically lost, the question is how to force wget to use links from already downloaded files?
If I specify the -nc option, then wget only takes index.html and looks at the links in it. All links from index.html lead to php files, therefore, it seems to me, wget does not parse already saved files, but simply "reports" that everything is there and the work ends.
Is there any way to make it clear to wget that saved php responses should also be parsed as html pages? Or advise some command-line rocking chair, which will be able to pick up the files already saved by wget.
