How to force streaming app to use 2nd amd graphics card?

We have 2 amd radeon video cards:
1. R7 370
2. R7 200
OBS Studio is attached to them and the desire to use the 2nd video card for streaming, and the first one for games.
But OBS, Twitch studio, Streamlabs OBS only want to use 370 card.
How can I get them to change their mind? How can I force applications to use only a specific video card in general? Is there a panacea?
