How to forbid deleting a file, leaving the possibility to rename it?

The task is to create a common file dump where users can put files and work with them, but they won't be able to delete them.
Implementation - samba connected to the domain and acl for distribution of rights to groups. I tried to use the sticky bit on the folder, but this, in addition to deleting, blocks renaming and moving operations, and this is unacceptable.
Are there ways to provide the desired behavior?
