How to flash BIOS on AsRock Phantom gaming b365m 4?

This BIOS seems to be soldered ... Nothing seems to be written in the manual about this.
And I want to flash through the programmer, since the BIOS with my process (i5 9400F) does not start (black screen).

By the way, BIOS 4.20 is the latest version for this motherboard. The manufacturer's website says that the BIOS supports my CPU, but this is not the case, apparently. I want to reinstall. If it does not help, then I will put the version below (and so it will not work yet).
Upd: For updated R0 stepping processors, an update to 4.0 is required - is that correct?
Upd2: Solved the problem. The problem was a motherboard failure. The store didn't know for sure.

You don't need to update the BIOS, since the 9400F is an 8400 without video, even an 8-series case, not a 9-series one.
According to q698917 and q697486 , you don't need to rearrange the memory. A2 and B2 are mandatory - this is almost a standard.
Check the correct power connection (although the connectors are wired there, you never know).

To flash through the programmer, you must first find a dump of this BIOS taken by the programmer from another working motherboard, people share these dumps on special forums.
Well, in order to cling to the microcircuit soldered to the board by the programmer, there are special "clothespins".
But judging by the text, this idea is bad, it is better to hand it over to the warranty service with such symptoms. Glue the sticker with the current BIOS version back.

Maybe it's too late now, but I had a similar problem. The decision was very stupid. I just disabled front USB 2.0. If it’s not too late, then try to poke everything out and turn on the PC, this method can achieve something
