How to fix Windows application startup error on Ubuntu?

Good day.
There was a need to run an application written on the knee (not mine) on the Dedicated Ubuntu.
I rolled everything I needed - a shell, a vine ... I launch
the application and see this.

Tried installing various .net packages - but it all boils down to the peak above.
Is there a chance to revive this creation or is the idea doomed to failure?

Well, at least write a version of Vine or what do you use there?
