How to fix VPN error and connect?

After command # openvpn --config [config file].ovpn can't connect

Failed to apply push options
apt update and upgrade did. I also tried to import the file through the network settings, the attempt fails after a few seconds. On Linux Mint in live mode, everything was easily connected. What other manipulations are needed in Kali?

Barmin's patch will solve all problems :)
It is written in English in black - failed to negotiate cipher with server.
