How to fix: TortoiseSVN and Qt Creator message encoding doesn't match?

Hello. The problem is the following:
When viewing information about the revision through TortoiseSVN and Creator, it seems like a different encoding is used.
Those. if I save the version through Qt Creator and write the version information in Russian characters, then when I view it through TortoiseSVN, I get cracks, and vice versa. If saved via TortoiseSVN , then when viewed via Qt, instead of words, ???????????? are displayed.
This problem occurs only if you use Russian characters.
