How to fix the touchpad on Linux?

There is a laptop TOSHIBA Tecra r940, iNTEL core i5 3320, etc.

Without charging everything functions as expected. Natural scrolling with 2 fingers, everything is beautiful.
The whole kaef breaks down immediately from the fact that the battery runs out. You have to put it on charge, and use it at the same time. At the same time, immediately with the charging connection, the touchpad becomes slightly "drunk". The cursor may not move, although the finger passes over the panel, it may randomly run around the screen if the finger simply rests on the touchpad. When the charging is turned off, everything is ok again)
I tried to twist the sensitivity, alas, the cursor just moves more slowly, but the artifacts remain and make it very unpleasant to use the OS.
By the way, there is also a certain TrackPoint on the laptop, a kind of ball that reacts to pressure from one side or another and thus moves the cursor. There are no problems with it, but it’s a bug)
I suspect that the trouble lies in the drivers (they are synaptic), but I can’t find any information in the vastness of the network.
How to solve this trouble? I really don’t want to leave Linux and move to Windows (everything seems to be fine there)

It is necessary to clarify - is this behavior only in this OS?
Because The symptoms are similar to a bad charger. This often happens on touch screen phones.
Test operation at a known working ground outlet.

I recommend installing touchegg, the touchpad works with it without problems.

I came across this on 4 laptops at a previous job, I didn’t find a 100% solution, but the trouble was on all operating systems, I noticed that glitches disappear if the laptop is not on the table but you hold it in your hands, I put a pad under it for Claudia, the problem disappeared .. crutch but temporarily help
