How to fix the sorting of sections in Bitrix in the admin panel?

In the product editor, the field for linking a product to a section lives its own life - all sections are mixed, although sorting is prescribed for all.
Screen 1. We see that the "Lighting1" subsection is a child of the "Living room" section.

Screen 2. We see that in the product editor it falls into the child Kitchens. I don’t understand how it gets into the kitchens, according to the sorting they have put down, they are not even close, kitchens = 700, and backlight = 130.
The "Sort" field is populated everywhere, but it doesn't seem to affect it at all, the list of sections has a life of its own. Why is this happening and how to fix it?

In general, they wrote in support of Bitrix. They didn't find anything, but everything worked by itself (classic).
It was assumed that one of the caches was to blame. Bitrix cache and browser cache were discarded immediately, because. cleaned them in the very first place and ran all the checks in the admin panel - nothing showed errors.

The SORT field affects the sorting of sections of the same nesting level relative to a single parent.
It is highly desirable to use a unique CODE for sections/subsections.
As an option, after making sure that you have taken into account the first points, re-save the problem partitions (especially if you created them using unloads from third-party systems)
