How to fix the problem with disabling component template styles?

Actually there are 2 approximately identical infoblocks: "News" and "Documents". Both are output via bitrix:news.
On the pages with these infoblocks, a menu with a list of sections is attached, CSS is added to this menu through the "Edit template CSS file". Actually this CSS also falls off.
The problem in general can be solved by transferring the CSS to the main file, but I would not want to load the main CSS once again. Are there any ways how this can be fixed?

Of course have!
You can create your own css file for niche display and connect it to page styles in result_modifier.php through the same addCss.
It turns out that you edit it in one place, and in all the rest it changes automatically.
Concerning:
Since changes were made through the public part, it is possible that the changes were not made exactly where they wanted. Please check that it has been added to the required css file of the desired template and what exactly it is included on the page
