How to fix the mouse wheel in macOS Sierra?

After upgrading to Sierra, the wheel began to work incorrectly: if you turn at an average speed or faster, scrolling works. If it is slower, then the scrolling page does not move at all.
I tried two different mice, the problem is not in them: if you connect them to Windows, everything is fine.
One of the Logitech mice, wired. Installed Logitech Control Center, which should have solved this problem, but it does not see the mouse, apparently it is intended only for wireless.
There are paid solutions, but I want a free and non-pirated one.
What to do?
Added later: the problem was solved by itself after the next OS update.

I have the same problem. It turns out that Sierra has rethought the scrolling of the mouse, which is why everything is so. Some mouse manufacturers have released drivers for mac os . And I solved the problem using the SmoothScroll program .
