How to Fix the Google Analytics Sales Funnel?

I'm trying to build a sales funnel on a website. And I don’t understand how to make GA not consider user transitions to the menu as an exit from the page.
The funnel is as follows: Go to the menu -> go to the basket -> The form with the order composition has been sent.
The actual user path is: Go to menu -> add dish to cart -> Go to menu -> add dish to cart -> ... -> Go to cart.

1) Show goal settings
2) I strongly recommend that you stop using this report for tracking funnels. Better use sequence segments via API. You will be able to get data about users, segment funnels and set conditions for entering the funnel link.

try unchecking "mandatory step" in the settings.
