How to fix the encoding problem when publishing a module in the Marketplace?

We used the Bitrix constructor "mpbuilder" to assemble the module - the item "Archive Creation", where it says that
"All module scripts will be converted to cp1251, then the .last_version.tar.gz archive will be created, which must be sent to the marketplace."

The resulting archive was uploaded to the Marketplace, no errors were found, and the "testing" stage was opened.
The installation and removal of the script is successful, but there are problems with the encoding (instead of Russian letters - krakozyabry).

What is the reason? Can you please tell me how to solve the issue with encoding and publishing?
