The text is initially saved in UTF-8 encoding, and you are trying to display it as if it were in Windows-1251. Show in the correct encoding.

I had this problem when opening a file originally created in Windows XP on macOS Mojave. I solved the problem by resaving the file in Visual Studio Code (VSCode).
