How to fix such an error without going to the Bitrix admin panel?

In Bitrix, in the settings of the main module, I specified the output of warnings and errors instead of displaying only errors. The site has lost its encoding, I can’t enter the admin panel again, it says the password is incorrect. I can not request a password change, the site does not belong to me.
I can enter the hosting and edit the files. What needs to be done to get everything back the way it was?

You can edit files - log in without a password.
Create a file with the included prologue and $USER->Authorize(1); or what is the id of your admin and enter the admin panel.
