For some unknown reason, the encoding on the conference management web page turned into squares?
What could be the problem?

The font fell off, most likely on your side. Moreover, only the Cyrillic style.
Open the source code of the page (or here, rather, the frame). Is it readable? If yes, then either remove the font used there, or replace it with some other forcefully extensible one like this: https://chrome.google.com/webstore/detail/stylebot...
